Housing, Documents, and Work in Italy: A Guide to Finding Your Way
Looking for a home, understanding a letter from the office, or reading a job offer can be challenging when you're new to the area. This guide helps you prepare the documents, identify expenses, and know who to contact. You can read it with your support worker and decide which step to take first.

Information verified on For individual situations, please seek assistance from the relevant service.
First of all: a contact person
If you're in reception, ask who's following your process and how to contact them. Bring the communications you receive to your appointments and note the dates and deadlines. If you don't understand a document, ask for an explanation and, if necessary, a language mediator. Don't sign in a hurry.
Housing, work, and language are built at different times. A 30 , 60 , or 90 day personal plan can help you get organized: it's not a legal deadline and doesn't guarantee you'll find housing or work within that timeframe .
Prepare documents, without handing over the originals to strangers
Gather your documents in a folder: your ID, tax code, residence permit, international protection applicant's document or application receipt, any employment contract, and pay slips. Keep a secure copy and an updated contact information. The documentation required varies depending on the application and your situation; this list doesn't mean everyone needs to have every document.
A residence permit concerns your residency status; your registered residence is your registration with the municipality where you habitually live. These are two different things. The Registry Office will tell you how to declare your residence and what documentation proves you can legally occupy the home. In Turin, the declaration must be submitted within 20 days of moving: consult the Municipality's instructions .
To obtain a health card and register with the National Health Service (SSN), contact the local health authority (ASL) with the documents available. Asylum seekers are also among those who require mandatory registration with the SSN: ask for assistance if you have problems with your documents or registration. Read the institutional information on healthcare .
Before renting, calculate all expenses
Ask for a written summary: monthly rent, condominium fees, heating, electricity, gas, water, internet, TARI (local tax on municipal waste), and any agency fees. Check which expenses are included and which can be recalculated at the end of the year. Add food and transportation to your budget.
To gain entry, you may also need the first month's rent, the security deposit, and, if applicable, the agency's commission. The security deposit is a guarantee, not a month's rent already paid . The general reference is Article 11 of Law 392/1978 , which establishes a limit of three months' rent and legal interest. If higher amounts or different guarantees are requested, have the conditions verified before accepting them. Consult the regulatory reference .
A guarantor isn't just someone who speaks highly of you: by signing, they can assume the obligation to pay on your behalf within the limits of the guarantee. The guarantor must also understand what they're signing. Learn more about rental documents and guarantees .
The TARI tax isn't always paid by the tenant. In Turin, for temporary uses lasting no more than six months in a calendar year, the regulation requires the person holding rights over the property, for example the owner, to pay it. For other cases, check whose name the tax account should be in and the required procedures with the municipality. Consult the TARI regulations .
Visit the house and check who is offering the rental
Before paying, visit the property, preferably with a trusted person. Ask for the address, identity of the owner or intermediary, financial conditions, and type of contract. Verify that the person making the transaction can actually rent the property. A very low-cost listing and an urgent request for money are no guarantee of reliability.
Check humidity, windows, heating, water, and system conditions. Clarify what's included in the room or apartment and which spaces are shared. Before the key handover, note any existing defects and meter readings with the landlord.
Don't leave your passport or other original documents with strangers. Before making a payment, clarify in writing what it is for and when it can be returned. A signed rental offer can already create commitments: have it reviewed beforehand, not just at the time of the final contract. Keep a receipt and proof of payment for each payment.
Written contract and registration: two distinct steps
A standard residential lease requires a written contract. Check the parties, property or room, duration, rent, expenses, deposit, and conditions for leaving the home. Standard contracts include the 4+4 lease at a freely agreed rent and the 3+2 lease at a rent set under local agreements. A temporary contract has specific requirements: the word "temporary" alone does not make it suitable for every situation. Consult the law on residential leases .
Registration occurs after signing : you don't need to find a previously registered contract before signing it. According to the Revenue Agency, it must be completed within 30 days of signing or the effective date, whichever comes first. Contracts with the same tenant lasting no more than 30 days in total during the year are exempt from this requirement. Request a signed copy and registration receipt. Information and receipts from the Revenue Agency .
If a contract isn't registered or a dispute arises, keep the documents and contact a tenants' union or a lawyer. Don't use the problem as a reason to give up seeking legal protection.
Hospitality, subletting, and suitability: they are not the same thing
Hosting someone for free doesn't automatically equate to subletting. Before permanently sharing your home or charging for a room, check the contract, the capacity of the accommodation, and the applicable rules. Full subletting requires the owner's consent; for partial subletting, the law provides different rules, which may be limited by the contract. Read Article 2 of Law 392/1978 .
Anyone who provides lodging or hosts a non-EU citizen or a stateless person must declare their hospitality within 48 hours to the local public security authority, according to the relevant procedures. This obligation falls on the host, even if the host is a family member; registering the rental agreement does not replace this notification. Instructions from the State Police .
Housing suitability is a certification of the accommodation's characteristics and capacity, required for certain immigration procedures. It is not a contract, a residence permit, or a residency certificate. In Turin, it is requested from the Municipality: first check if it is required for your specific application and which attachments are required. Municipal Housing Suitability Service .
Find a job while also checking your rights
Prepare a resume with accurate contact information, experience, and real skills. You can seek guidance from the Employment Center and local services. Before starting, clarify your duties, hours, salary, duration, and safety; keep your contract, communications, and pay slips. Don't pay strangers for a promise of employment.
The possibility of working depends on the residence permit and the status of the application. For those covered by the new asylum rules introduced in June 2026 , access to work is expected 90 days after formalizing the application , if the examination has not been completed and the delay is not attributable to the individual. These are not 90 days counted from arrival in Italy. For applications made before June 12 2026, application receipts, renewals, and individual cases, have your documents and applicable regulations checked before starting: do not calculate the deadline yourself. Read the ministerial responses on the right to work .
Where to ask for help in Turin and other municipalities
For housing and rent, start with the Turin City Council's Housing Help Desk . LoCARe offers mediation and rental support tools to eligible individuals: find out how to register . If you live in another municipality, contact social services or the relevant housing help desk. Accessing a service does not guarantee available housing.
Public housing and social housing require specific procedures and requirements. Your personal housing search plan isn't the national "Housing Plan": the latter involves public measures to increase housing supply, not the immediate assignment of a home to everyone. If you are experiencing discrimination, you can seek guidance from UNAR: toll-free number 800 90 10 10 , multilingual service from Monday to Friday, from 8 to 17 . Contact details and reporting methods .
For a serious emergency, call 112 In Piedmont, the single emergency number also offers multilingual support. For appointments, routine inquiries, or home searches, use the relevant services instead. Information on 112 from the Piedmont Region .
With FACEWORK you can discuss guidance , language mediation , and training and autonomy services. If you're already a guest, contact your support worker.
